An evidence-led Agent Skill that turns tool hype into one auditable adoption decision.

**Evidence before adoption.** Evaluate Agent Skills, MCP servers, APIs, CLIs, SaaS products, browser extensions, repositories, models, and datasets against a real workflow, primary evidence, risk gates, cost, and a bounded test.

The problem

AI tools are easy to discover and hard to trust.

Every week brings another impressive demo, Agent Skill, MCP server, model, or SaaS product. But a feature list rarely answers the questions that matter before adoption:

  • Does it solve a real workflow gap, or duplicate what the team already has?
  • Is the evidence primary and current, or repeated marketing?
  • What data, permissions, license terms, and ongoing costs come with it?
  • Can it be tested safely, and what would make us roll it back?
  • Should it become a main tool, a fallback, a reference, or something we reject?

Teams often discover these answers only after installation, authorization, integration work, or unexpected spend. APEX Tool Evaluator moves that reasoning before adoption and turns it into a decision another person can inspect and challenge.

This is an open-source decision protocol, not a finished list of opinions.
