Resolve the vault; READ the pages for the two topics in $ARGUMENTS plus their linked neighbors. Scope = domain folders only.
Find non-obvious bridges between them via shared people, concepts, or links in the graph.
Present the connections and why they matter. Offer to save as a wiki/concepts/
