What Taste does

Use the folio skill's taste step (`reference/taste.md`). With no argument, summarise `library/TASTE.md` (defaults + recent verdicts) and what claude-mem recalls about folio taste. With an argument, record it as a verdict: add a dated Log row, update Defaults if it changes one, and say "Taste recorded: …".
