What Rubric does

Use the `jd-to-rubric` skill on the JD below. Do not score any candidate, even if resumes are attached.

Lead with the one weighting judgement that most changes who scores well. Then the rubric table, the rubric JSON, and its hash. List any JD line you dropped or translated, and why, and any open question for the hiring
