What Kb Validate does

Validate a CKB artifact. Read-only: do not modify the artifact or anything else.

Artifact path: $ARGUMENTS if given, otherwise /ckb/ckb.json for the current repo. If the file does not exist, say so, suggest /kb, and stop.
