UAE Off-Plan Property Dispute — Buyer's Playbook

A [Claude Agent Skill](https://code.claude.com/docs/en/skills) for buyers fighting an off-plan property dispute in Dubai: escrow violations, unregistered sales, missed handover dates, unauthorised charges, and a developer who answers everything with "we are reviewing internally".

**Not legal advice.** This was built from one buyer's live dispute, then corrected against a written opinion from a UAE-licensed lawyer. Laws, DLD procedures and portal forms change. Always have a UAE-licensed lawyer vet any notice before you send it.

Why this exists

Most guidance on Dubai off-plan disputes stops at "file a RERA complaint and consult a lawyer". That is the easy part. The hard parts are the ones nobody writes down:

which evidence a specific complaint category actually needs before RERA will look at it
how to get the escrow bank to confirm in writing that your money never arrived
what to say — and what never to say — in the mandatory pre-arbitration meeting
how to answer a holding reply so that silence starts working for you instead of against you
when a legal theory that reads beautifully is one a real arbitrator will throw out

This skill is that missing layer, written as procedures rather than principles.
