Test Upload Evals Skill

Description

End-to-end test of publishing a skill **with evals** on the **dev** environment. Run each step sequentially — stop and report if any step fails. Installation

Installs to ~/.claude/commands/pymc-labs-decision-hub-test-upload-evals-skill.md

Restart Claude Code, or start a new session, for it to be picked up.
