Why this over a generic prompt

A "generic" page-building skill is usually a single system prompt ("you are an expert web designer, build a beautiful responsive page with Tailwind"). The model reads it and starts coding. No process, no quality gate, no memory. This skill is a **production pipeline with quality control** instead. The differences:
