What Bos Learn does

Run BuilderOS phase 7, orchestrating the analysis agents against the phase 2 target and the phase 3 kill criteria.

Phase 7 adds no new specialist. It reuses the analysis surface that already exists and holds it to the commitments the pipeline made earlier.
