SSOT（Single Source of Truth）における設計スキーマおよび実装ルールを定義する中核リポジトリ。本リポジトリは、AIエージェント（Copilot / Claude / GeminiCLI / Cursor / Codex）が参照するPlan・Skill・Toolの型定義、および`.github/instructions/**`配下の実装・運用ルールを一元管理する。ssot-coreが提供する入口定義に対し、本リポジトリは「何をどの形式で実装するか」を厳密に制約する役割を持つ。推論を排除し、決定論的に実装可能な設計基盤を提供する。
