Local usage checks / 로컬 사용량 진단

`omniconductor doctor ` now flags oversized project instructions and continuity notes. `omniconductor audit instructions ` separates managed kernel size from known co-loaded project files. These are context diagnostics, not a claim of measured savings across whole sessions.

OpenCode users can inspect an existing SQLite database without a model call:

omniconductor audit opencode  --database= --json

Requires Python 3 with sqlite3. Optional `--since=2026-09-01`, `--until=2026-09-08` and `--session=` define a cohort. It reports schema verification, main/child sessions, role/provider/model, ≥100K-input share and task medians. Unknown costs stay unknown; DB cost is not a Copilot credit invoice. No transcript text is exported and the source database is not opened by SQLite or modified.
