CLI harness samples: framework packs over HTTP, one container per harness

Three minimal harness services (.NET 10 minimal API), one per agent CLI. Each runs in its own container with a `/workspace`, and a framework is installed by uploading a zip **framework pack** to `PUT /api/v1/harness/framework-pack`. The service extracts the zip and projects it into the workspace the ChevBench way: framework files verbatim at the CLI's own discovery paths, a marker region merged into the CLI's repo-instructions file, one `.gitignore` line, and (Claude) the plugin hook merged into `.claude/settings.json`. No CLI plugin installer is ever run, and the framework stays on once installed: the workflow is info, PUT pack, verify, run.
