Installs to ~/.claude/commands/jovo-jovi-devos-engine-engine-review.md

Restart Claude Code, or start a new session, for it to be picked up.

What Engine Review does

Review engine task `$ARGUMENTS` as the reviewer defined in `CLAUDE.md`.

Parse the task id (E + two digits) and the attempt. Without an attempt number, it is one more than the number of dev/reviews/-a*.md files.
Read dev/fences/.md, the latest ## Attempt section of dev/reports/.md, and the row in dev/LEDGER.md. No report, or
