ServiceNow skills

A plugin marketplace for AI coding agents (GitHub Copilot, Claude Code and anything that reads `SKILL.md`) that work with the **ServiceNow** REST APIs. It ships one plugin, `servicenow-api`, built from the official Zurich API reference and product documentation (captured 2026-10-26), with two emphases:

Getting API access right: service accounts, roles, ACLs, basic / OAuth 2.0 / REST API key authentication, rate limits, and why a call returns 401 vs 403.
The CMDB: finding configuration items, reading relationships, creating and updating CIs through the Identification and Reconciliation Engine (IRE) without duplicates, and retiring or deleting them safely.
