What State Update does

State Update

更新 `/docs/owner/STATE.md`，`` 解析方式：

Invoke 時帶 path arg（如 /state-update 或 prompt 內指定）→ 用該 path
未帶 → 用 cwd

`` 必須有 `.git`（git worktree 算）。否則輸出 `BD_CAPTURE: not-evaluated not a git project` 後退出。

流程

Read /docs/owner/STATE.md
- 不存在 → 跳到 Step 8 (Create)
- 路徑存在但 Read
