What Decapsulate does

Dissolve a function into its call sites.

If `$ARGUMENTS` names a function, qualify it as `Class::function` and pass it:

refactor.decap

Otherwise run it bare and let it read the editor selection:

refactor.decap

`refactor.decap` resolves the selection itself, so do not work the name out first and do not pass a ran
