Context

The project uses SDLC scaffold with requirements in `1-objectives/requirements/`, decisions in `2-design/decisions/`, and the objectives index in `1-objectives/CLAUDE.objectives.md`. Tasks with "NEEDS REFINEMENT" in Notes require product decisions before implementation.
