Guide OKR creation or review:

**Creation Mode:**

Define the Objective — qualitative, inspiring, time-bound (quarterly). Ask: "What do we want to achieve?"
Define 3-5 Key Results per objective. Each must be:
- Measurable: has a number (%, count, $, time)
- Specific: no ambiguity about what "done" means
- Ambitious but achievable: 70% completion = success
- Time-bound: achievable wi
