v0.2 — Rolling delivery that keeps moving

AgentPanelX v0.2 advances the project from coordinated execution toward a control plane that can sustain real, long-running delivery:

Optimized local model gateway: connect through a local OpenAI-compatible proxy backed by an **OpenAI subscription**, preserve Project Owner context and cache affinity across activations, and surface gateway timeouts and failures as explicit Runtime evidence.
Task Distributor and rolling Milestones: plan the next executable horizon instead of freezing an exhaustive roadmap up front, then add a hardening pass that evaluates code quality, applies behavior-preserving refactoring when justified,
