In an agentic development pipeline, the constraint has moved. Code generation downstream of a well-formed ticket is largely solved - Claude, Copilot, and Devin handle it. The bottleneck is upstream: turning stakeholder conversations and scattered documentation into tickets good enough for an agent to execute.
