**The per-repo learning layer for AI coding model routers. It learns which of *your* recurring task classes can safely run on a cheaper tier — and hands that to the router you already use.**
*Native routers decide from population-wide signals. TierDecay adds the one signal they cannot see: your repo's own history of what passed where.*
