What Epic Review does

Coordinate review state for an epic issue.

node scripts/github-coordination.js review  --repo  --review approved

What this does:

Updates the review state in the coordination block.
Syncs review labels to GitHub.
Records the review outcome in an audit comment.
Keeps the local cache aligned with the issue body.
